If I had the cash, I'd make a:

-carbon-fiber shell
-plug in electri/hydrogen fuel cell hybrid
-a new type of plastic based battery, instead of the current metal plate/ acid or base chemical batteries we use now
-80mpg
-top speed 80mph
-magnetic clutch and braking system
-non pneumatic tires, instead it'd have plastic spring type rims
-the price tag of $7500

The car would be geared toward low income families and students.
