best voice acting for me goes to balthier from ff XII.

worst goes to the voice actors at grand fencer musashi.

orochi warrior had awesome voice actor *in japanese version*
worse , may be i should say the same game but in the dubbed version , cuz it wasn't good .

As far as I've played, the worst voice acting I've heard were:

Tales of Destiny 2- english dub (They say their special moves like they're reading an essay)
Bloody Roar 2- the english dub version (The japanese dub is better.)

Japanese voice actors really put more soul when they scream, cry, etc.
